The Conference was organised jointly by the Ministry of Foreign Affairs and European Integration of the Republic of Moldova and the European Commission and assembled over 150 people from 27 countries, members of the European Union or belonging to the Eastern Partnership - government and EU institutions representatives, academics, representatives of think-tanks, non-governmental organizations and international organisations.
The purpose of the conference was to identify a set of key recommendations on how to improve mobility and cooperation in the field of Justice, Liberty and Security between EaP countries and EU MS in the Stockholm Programme framework., while the outcome of the discussions was meant to further serve as a platform for the brainstorm planned to take place in the preparation of the future Action Plan for Eastern Partnership countries on JLS aspects (click to see the document).
The first day of the conference took place at experts level and focused on the Stockholm Programme, firstly to be better acquainted with the ongoing activities in the field of home affairs and secondly to develop a set of measures and activities to improve mobility (building mobility partnerships and visa dialogues), as well as to stregthen security (ensuring protection of human rights while fighting against organised crime and cross border cooperation). The experts meeting finished by agreeing upon the Conference Recommendations, endorsed, the following day, by the ministerial meeting.
The second day took place at a ministerial level, inaugurated by the opening remarks of Vlad Filat, Prime Minister of the Republic of Moldova, Cecilia Malstrom, European Commissioner for Home Affairs, and Iurie Leanca, Deputy Prime Minister, Minister of Foreign Affairs and European Integration.
The Conference proceedings highlighted the determination of both EU and Eastern Partnership Member States to continue on the difficult but necessary road towards building up jointly an area of justice, liberty and security as a step forward in the process of European integration. The Stockholm Programme offers multiple possibilities in this directions and the participating countries were not only willing but also succeding in identifying priorities to attack in the following years on a bilateral or multilateral basis, including what is now of great topicality for the Eastern Partners - to increase mobility and solve the problem of free circulation.
Paneuropa Foundation Romania was represented at the Conference by its president, dr. Nicolae Iordan-Constantinescu, who took part in the process of convening the Conference Recommandations.
